Cardiff Council is seeking to redevelop the former Wolf’s Castle Inn (Public House) in Llanishen, Cardiff.  The site forms part of the Council’s exciting and ambitious development programme, which will deliver more than 4,000 new homes across Cardiff.

The former Wolf’s Castle Inn site is sustainably located, near shops, services, employment and parks, making it an ideal location for new council housing.

Project information

The proposed development will provide a range of new council homes for an inclusive community set within a green landscape, where residents can walk, cycle and take public transport to get to local shops, schools and parks.

The new development will deliver attractive, energy efficient council homes designed to make the most of every useable space creating light, spacious rooms, whilst meeting the demanding needs of family life.

Homes will be designed to be easy to live in and efficient to run and have the potential to adapt to new circumstances around modern family needs, with private gardens and outdoor spaces, electric vehicle charging infrastructure and bicycle storage.

Our aim is for a contemporary but locally inspired scheme that responds to the shape and prominence of the site to create townscape interest, strong street frontages, with homes orientated to maximise views and connectivity with the landscape.

The new development will pay homage to its past, whilst reflecting the very best elements of Llanishen today, creating an inclusive, modern, sustainable housing development.

The development will provide new affordable homes designed to meet the Council’s high energy efficient standards available to rent for people on the Council House waiting list.

The scheme will also incorporate a Sustainable Urban Drainage System (SUDS) that may include rain gardens, tree planting and other green infrastructure that ensure rainwater drains naturally into the ground. This helps to combat the impacts of climate change, provides greener, more attractive places to live, and increases local biodiversity.

The project has four key stages (see below), we are currently working through stage 1.

Stage 1 – Survey work and information gathering (current stage):
This stage involves undertaking all the necessary survey work on the site, such as trees, ecology and site condition surveys. They tell us all we need to know about the site to help shape the design of the proposed development. These began in 2024 and will continue through to early 2025.

Stage 2 – Opportunities and constraints:
This involves using the survey work to identify the site opportunities and constraints and coming up with some initial ideas and early designs for the proposed development. We will get feedback on these ideas from the community and a range of technical experts, to be able to develop a preferred option for the design. We will aim to complete this stage in the first half of 2025.

Stage 3 – Preferred Option:
This stage involves developing the preferred option in more detail, ready for a planning application. This stage will involve a Pre Application Consultation (PAC) with the community and other stakeholders. This is scheduled for 2025.

Stage 4 Planning Application:
A planning application will be submitted for the proposed development in the summer 2025, for the community and other stakeholders to have an opportunity to comment further on the proposals.

Once we have completed initial ideas and early designs for the proposed development. We will get feedback on these ideas from the community and a range of technical experts, to be able to develop a preferred option for the design. We will inform residents of this activity by letter to your door, for those living nearby and update the website and social media during 2025.

Following the above we will develop the preferred option in more detail, ready for a planning application. This stage involves a Pre Application Consultation (PAC) with the community and other stakeholders. A planning application will then be submitted for the proposed development, for the community and other stakeholders to have an opportunity to comment further on the proposals.
