Louisa Place Cardiff

This project, which has now been completed, formed part of the Council’s Neighbourhood Renewal Scheme programme, which takes forward improvement schemes suggested by local Councillors.

The aim of the project was to bring about environmental improvements to the public realm of Louisa Place, Butetown.

We consulted with residents and a number of issues were raised, including:

  • Parking problems
  • Anti-Social Behaviour
  • Bin Store Issues
  • Poor quality pavements/roads
  • Lighting in certain areas
  • Tree maintenance
  • Litter

Plans for environmental improvements were prepared based on the above issues. The improvements include the following:

  • Taking down the brick wall and black railings to the east of Louisa Place and repaving/resurfacing
  • Providing a new tree and planters
  • Closing the walkway from Louisa Place to James Street
  • Closing the walkway from Louisa Place to Adelaide Street
  • Closing the courtyard area at the centre of Louisa Place and extending affected gardens to create a rear lane
  • Replacing cracked paving and crown lifting problem trees
  • Locking the bin stores for the use of residents of the flats only
  • Preventing car parking on the grass area by the bin stores
  • Improving the disabled parking space and resurfacing car parking spaces
  • Painting railings and replacing cracked or missing bricks/stone from boundary walls
  • Removing a number of trees across the estate

Project information

Current status

Following the preparation of draft plans for environmental improvements, Cardiff Council undertook a series of consultation events with residents of Louisa Place in February and March 2022. In total, 43 people attended the consultation events and 22 completed questionnaires were returned – either on the day or returned by post. The following graphs show answers to the 4 questions we asked residents – who also had the opportunity on the form to make comments on other issues:

You said this

  • A number of concerns stating that the estate suffers from anti-social behaviour – and the problem had been getting worse

We did this

  • Prepared draft plans showing the opening up of the area to the east of Louisa Place, closing down the alley between James Street and Louisa Place and closing the courtyard area in the centre of Louisa Place.
  • Prepared draft plans showing the closure of the walkway in the North-east of Louisa Place as a number of cut throughs exist in Louisa Place and this area seems to get the worst of the ASB issues.

Summary from Consultation

  • Support for the environmental improvement proposals to the east of Louisa Place (including the removal of the brick wall and the black railings to the rear of the Packet Public House) outweighed objections, particularly from residents adjacent to the hot-spot for anti-social behaviour. These environmental improvements will be included in the plans.
  • Concerns from residents adjoining the courtyard area in the centre of Louisa Place – relating to loss of access to the rear of their properties. Therefore we revised the plans to show retained access for residents and provided a narrow strip that can only be accessed by residents – this would result in the extension of gardens for some residents. Removal of existing trees in this location will be investigated.
  • Support for the closure of the walkway between Louisa Place and James Street outweighed objections. It is noted that this will result in the distance to some local amenities being slightly further away as a result of the closure of the walkway. However, existing alternative routes to amenities are not significantly longer. When considered against the potential for improved wellbeing that the closure of the walkway could provide, it is considered that benefits outweigh negatives and this part of the proposal will be continued in to the design plans.
  • We were also informed about ASB in the lane to the southwest of Louisa Place. We have revised the plans to close this area up with boundary extensions (agreed) of the two properties affected.

Summary from Consultation

  • The proposed tree in the South-west corner of Louisa Place will be removed from the plans as there was a lack of support – particularly as children like to play in this area. A planter could be provided in this location as this was a suggestions put forward by residents.

  • Poor lighting.

We did this

  • Proposed removal of trees where possible and crown – lifting of others to provide more natural light to the estate. The opportunity to provide more street lighting has been investigated – the lighting team say that there is sufficient lighting in the estate.

  • Litter and flytipping.

We did this

  • Showed the closure of the courtyard area in the centre of Louisa Place and the extension of the garden of the property in the north east corner of Louisa Place. Closing two walkways and contact waste team to arrange litter picking and removal of litter from flytipping.

Summary from Consultation

  • One issue raised is that litter accumulates in the ‘dead space’ to the north of the front garden of no. 33 Louisa Place. Although not included in the consultation plans, it is proposed to extend the front garden of this property. The extended wall, along with the closure of the walkway in this location, will prevent accumulation of litter in this area. This will be included in the design plans.
  • We will take forward the plans to close the courtyard area, with residents retaining access to their rear gardens.
  • General support for the proposals and they will be taken forward to the final design

We did this

  • The environmental improvement project to the rear of the Packet public house will improve pedestrian access.
